and, if the Admiralty would spare them, large Insect Class gunboats would appear to be most useful and practical vessels for service with a Naval Ürganization at longkong. Inese could be employed as patrol craft, Dombarding vessels either for offence or defence, and for various other kinds of Naval service and could be adapted easily for the special duties required of them without reducing their efficiency. They are oil burning and would be more economical for manning, maintenance and cruising than coal burning sloops".

Commodore Stirling is preparing
some very rough estimates of the cost of certain items connected with a scheme of this kind, but these must depend on the class of vessel lent by the Admiralty, the number of instructional staff and crew required, and the amount of training to be undertaken. It is not possicle, therefore, to enter into details until the proad principles have been decided by the authorities responsible; and, in order to facilitate such

a decision, Commander nartford is at once proceeding
to England, where he is due to arrive in April next, with a view to discussing the scheme with the Admiralty and the Colonial Office. I shall be much obliged if you will be good enough to arrange that he may have full facilities for such
a discussion.
